Based on the recommendation of the Prime Minister, on October 24, 2024, in accordance with Article 132, Part 1, Paragraph 2 of the Constitution and Article 14 of the Law "On Diplomatic Service", the President of the Republic of Armenia signed the Presidential Decree NH-315-A recalling H.E. Tsovinar Hambardzumyan from the post of Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the Italian Republic, the Republic of Malta and the Republic of San Marino. With a subsequent and similar measure (NH-316-A), she was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the Republic of Bulgaria. Ambassador Tsovinar Hambardzumyan is the first Ambassador of Armenia to Italy, in the history of relations between the two states, to continue her work as head of mission after our country. No other of the 6 Ambassadors to Italy, in the history of relations between the two states, has been appointed Ambassador of Armenia to Italy. All ambassadors before her — including Mikayel Varandian (1919-1922) — had in fact continued her work as ambassador after Rome.
The Armenian Community of Bari and Puglia, which had long since learned of the imminent change of diplomatic destination, moved, thanks Her Excellency the Ambassador for what she has done to relaunch political, institutional, economic and cultural relations between the Republic of Armenia and the Puglia Region. Her Excellency the Ambassador has visited several cities in our region several times, moving easily from Salento to Bisceglie, visiting, both privately and for institutional activities, the symbolic places of Armenianness in Puglia. The latest event in chronological order to which Her Excellency the Ambassador participated was the inauguration of the Fiera del Levante in Bari, last September 28, which was also followed by the ribbon cutting of the headquarters of the Consulate of the Republic of Armenia in Bari, having as its jurisdiction the entire Puglia Region. We heard from the Honorary Consul of the Republic of Armenia in Bari, Dario Rupen Timurian, who expressed his feelings of deep gratitude and esteem for the work of the Ambassador, highlighting her high professional and human qualities as an excellent servant of the State.
With the subsequent Presidential Decree NH-318-A His Excellency Vladimir Karapetyan, outgoing Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to Ukraine and Moldova, was appointed Head of the Diplomatic Mission of the Republic of Armenia in Italy. The new appointed ambassador Born in Yerevan on July 5, 1969, he studied at the Faculty of Oriental Studies of Yerevan State University, as a specialist in Arabic language and literature. He entered the Diplomatic Service in 1995, serving in various departments and dealing in particular with Armenia's neighboring countries such as the CIS, Georgia and Ukraine, working in the Communication Service and Security and Arms Control departments. Since 2008, for several years he also served as the head of communications for the Armenian National Congress Party led by the First President of the Republic of Armenia Levon Ter-Petrosyan. This activity and leadership of the Communication Department also continued in the office of the Prime Minister of the Republic of Armenia Nikol Pashinyan. The Ambassador - as can be read in his official biography on the website of the Ministry of Foreign Affairs of Armenia - speaks fluently, in addition to Armenian, Russian and English, also Ukrainian, Arabic, is married and has three daughters, two boys and a girl.
To Ambassador Vladimir Karapetyan we send our best wishes for a successful job in Italy and we hope he will continue and implement the friendly relations between the Republic of Armenia and the Puglia Region. We are certain that he will be able to develop important ties with our Region. Coincidences of life want the maiden name of Ambassador Karapetyan's wife to be the same as that of our poet Hrand Nazariantz. We trust that in the name of our extraordinary intellectual who was a bridge between Armenia and the entire world, we will continue to sow a prosperous future for both parties. We can only wish Ambassador Hambardzumyan the best for the continuation of her activity, full of human and professional satisfactions, with the hope that she will continue to bring the vitalistic force of Armenia in all fields of knowledge, politics and economics, to culture, taking care with kindness and the ability to listen every moment of her future paths.
