MILAN — The official working visit to Italy by Arsen Torosyan, Minister of Labour and Social Affairs of the Republic of Armenia, concluded with concrete outcomes and promising future cooperation. From November 24 to 26, 2025, Torosyan—accompanied by Deputy Minister Tatevik Stepanyan and guided by Italian Minister for Disability Alessandra Locatelli—strengthened the bilateral cooperation formally launched in Yerevan in June. H.E. Vladimir Karapetyan, Ambassador of Armenia to Italy, and diplomat Marietta Stepanyan attended all institutional meetings.
Learning from the Lombard Model
The visit focused on exchanging best practices in disability services, with a shared goal of evolving from a purely welfare-based approach to one centered on autonomy and individual skills. The Armenian delegation observed the “Lombard model” firsthand during visits to the Grande Ospedale Metropolitano Niguarda and the NeMO Clinical Center, a major hub for the treatment of neuromuscular diseases such as ALS and SMA.
Particularly appreciated was the emphasis on integrated social and healthcare services, ranging from hippotherapy therapies to innovative workplace inclusion models. Visits to exemplary social enterprises such as Cometa in Como and Bottegaio NoStrano in Milan demonstrated the effectiveness of Italy’s inclusion strategies.
Concrete Agreements and Future Partnerships
Several operational agreements were established during the visit. The foundations were laid for targeted partnerships in scientific research, rehabilitation systems, and independent-living housing solutions. Minister Torosyan—himself a physician and former Minister of Health—highlighted Armenia’s strong interest in Italy’s expertise and innovation capacity.
The Emerging Role of Southern Italy
The mission’s success opens the door to expanding cooperation to the Mezzogiorno. Bari, a historical bridge between Italy and the East and home to high-level healthcare institutions and a dynamic nonprofit sector, stands out as a natural candidate for hosting the next institutional meeting. Such a choice would help highlight southern Italy’s best practices and reinforce a solidarity network spanning the entire country.
